EU takes action against Estonia, Portugal over free movement of services

BRUSSELS (Thomson Financial) - The European Commission said it is taking action against Estonia and Portugal in the area of free movement of services.
The commission said it will refer Portugal to the European Court of Justice (ECJ) over its rules on the provision of construction services. It will formally request Portugal amend its rules on the provision of estate agent services.
It will also formally request Estonia amend rules on the recognition of medical prescriptions by pharmacists.
The formal requests take the form of 'reasoned opinions', which are the second stage in infringement procedures. If there is no satisfactory reply within two months, the commission can refer the matters to the ECJ.
